spl: spi: Move the generic SPI loader into common/spl

These remain in the drivers/mtd/spi directory, since they do not contain generic code. Signed-off-by: Simon Glass <sjg@chromium.org> Reviewed-by: Tom Rini <trini@konsulko.com>
